1. Purpose
Robeson Community College (RCC) is requesting Statements of Qualifications from experienced investment advisory firms to provide investment advisory and portfolio management services for College investment funds. This RFQ is intended to identify firms with the qualifications, experience, and resources necessary to provide these services. Issuance of this RFQ does not obligate the College to award a contract or reimburse any costs incurred in preparing a response.
2. Background
The College maintains investment funds in accordance with North Carolina General Statutes, State Board of Community Colleges regulations, and College policies. RCC seeks a long-term professional relationship with an investment advisory firm capable of providing strategic investment guidance, preservation of capital, liquidity management, regulatory compliance, portfolio oversight, and comprehensive reporting.
3. Scope of Services
- Investment policy review and recommendations
- Portfolio management and monitoring
- Investment strategy development
- Cash flow and liquidity planning
- Market analysis and economic outlook
- Compliance with applicable laws
- Quarterly investment performance reports
- Portfolio holdings reports
- Performance benchmark comparisons
- Investment Policy compliance reports
- Cash flow summaries
- Annual investment review
- Board presentation materials
- Attendance at Board meetings as requested
- Other advisory services requested by the College
4. Minimum Qualifications
- Registered with the SEC or other appropriate regulatory authority (if applicable)
- Maintain all required licenses
- Minimum five years of investment advisory experience
- Experience with public-sector, higher education, governmental, foundation, or institutional clients
- Professional liability insurance
5. Information to be Submitted

• Firm overview
• Relevant experience
• Key personnel and resumes
• Investment philosophy and risk management approach
• Sample reporting and client service approach
• Three client references
• Complete fee schedule including advisory, consulting, custodial, transaction, and other applicable fees.

The College may request clarifications, additional information, interviews, or presentations before making a final recommendation.
7. Selection Process
Following evaluation of the Statements of Qualifications, the College may invite one or more firms to participate in interviews or presentations. The College intends to negotiate a professional services agreement with the firm determined to provide the best overall value and benefit to the College. If negotiations are unsuccessful, the College reserves the right to discontinue negotiations and begin negotiations with another qualified firm.
8. Anticipated Contract
The selected firm will be asked to enter into a professional services agreement with the College. The contract term, scope of services, compensation, and other terms will be negotiated following selection.
