This hands-on course is designed to prepare firefighters, rescue personnel, and EMS providers to safely and effectively manage school bus accidents involving trapped, entrapped, and pinned occupants. Students will learn and practice scene size-up, stabilization, hazard identification, patient access, vehicle anatomy, disentanglement strategies, and the use of hydraulic and hand tools during school bus extrication incidents.

Emphasis will be placed on developing a coordinated rescue operation while protecting patients and rescuers throughout the extrication process. Practical scenarios will challenge students to work through complex school bus crashes involving multiple victims and difficult entrapment situations.

Robeson Community College, in partnership with the National Volunteer Fire Council (NVFC), is pleased to offer a Hazardous Materials Train-the-Trainer course focused on emergency response to chlorine and ammonia incidents.

This course is designed to provide participants with the knowledge and resources needed to deliver training within their own departments and organizations. Instructor certification is not required to attend this course. This course is offered to all first responders.

Instructor

Tom Miller is a 40-year veteran of the West Virginia fire service and currently serves with the West Side Volunteer Fire Department. He is Pro Board certified as a Firefighter II, Fire Officer II, Fire Instructor III, Hazardous Materials Technician, and Hazardous Materials Incident Commander.

Since 1990, Tom has served as an Adjunct Instructor with the West Virginia University Fire Service Extension, where he has developed and delivered numerous specialized emergency response courses throughout the United States.

Tom is a Life Member of the West Virginia State Firemen’s Association and serves as the West Virginia Director to the National Volunteer Fire Council (NVFC). He chairs the NVFC Hazardous Materials Response and Homeland Security Committees and the Pandemic Response Task Group while also serving as a subject matter expert on several national technical committees.

Additionally, Tom serves on the NVFC Standards & Codes Committee and the Health, Safety & Training Committee. He is a Principal Member of the NFPA 470 Technical Committee (formerly NFPA 472, 473, 475, and 1072), helping develop national standards for hazardous materials response.

Tom holds a Bachelor of Science degree from West Virginia State University and a Master of Arts degree from the School of Education and Professional Studies at Marshall University.

The North Carolina NFPA 2019 Firefighter Academy is the state’s official program for training recruits to meet the NFPA 1001 (2019) Standard for Fire Fighter Professional Qualifications. It is administered by the North Carolina Office of State Fire Marshal (OSFM) in partnership with the North Carolina Fire and Rescue Commission (FRC), which issues the state’s firefighter certification.

The academy prepares recruits to safely perform all duties of a firefighter, ensuring they meet minimum professional qualifications set by NFPA 1001. Upon successful completion, candidates receive the Firefighter Fire and Rescue Commission IFSAC Certification, which is required for employment in North Carolina’s fire service

The primary objective of the Fire Marshal 101 course is to inform current and future Fire Marshals or Code Enforcement Officials about various topics pertaining to fire protection and prevention, fire inspections and investigations, applicable North Carolina Laws & Regulations with updates, and the Organization and Operation of the North Carolina Department of Insurance – Office of the State Fire Marshal.

When Help Can’t Get There: Limited Access Interstate Extrication

Can your crew rescue trapped victims when your apparatus can’t reach the scene?

Major construction along Interstate 95 has created one of the biggest challenges facing area first responders—limited access to crashes. Narrowed travel lanes often prevent fire apparatus, rescue trucks, and ambulances from reaching the incident, forcing responders to carry equipment long distances before patient care and extrication can even begin.

This hands-on, scenario-based course places students in a realistic, high-stress incident involving a passenger bus and an automobile with multiple trapped occupants. The crash occurs on a bridge where side access is impossible, and emergency vehicles are restricted to stopping approximately 100 feet from the wreckage. Once law enforcement has secured the roadway, emergency vehicles may be allowed to enter against the normal flow of traffic, but access remains severely limited.

Students will be challenged to:

• Deploy rescue equipment from a remote staging area.
• Manage patient care while working with limited apparatus access.
• Perform vehicle stabilization and extrication under confined conditions.
• Coordinate operations between fire, EMS, law enforcement, and towing resources.
• Adapt traditional rescue techniques to overcome real-world highway construction obstacles.
• Improve communication, teamwork, and incident command during complex interstate emergencies.

This course is designed to prepare firefighters, rescue personnel, and EMS providers for the growing number of crashes occurring in active interstate construction zones where every second counts and traditional response methods may no longer work.

This course focuses on managing large-scale water supply operations for high-volume fire incidents. 6. Advanced Fire Behavior (12 hours)

This course provides an in-depth look at fire dynamics through hands-on training using the Max Fire Box (Phase 1 and Phase 2). Students will observe and analyze fire growth, smoke conditions, flashover indicators, and ventilation effects in a controlled environment. Emphasis is placed on reading fire conditions, predicting fire behavior, and making safe, informed tactical decisions on the fireground. 12. Chief 101 (8 hours)

Saturday 8:30 – 5:30am 

This class will satisfy the 9S inspection criteria as specified by the North Carolina Administrative Code.  

The primary objective of the course is to inform current and future chief officers of the various aspects and complexities surrounding the operations and organization of North Carolina fire departments. Emphasis will be placed on ratings and inspections, NFIRS reporting, prevention and grant programs, basic line-of-duty death information, financial considerations, and an overview of the various expectations facing a chief officer

Take the plunge into the underwater world with this 36-hour beginner scuba course designed for new divers. Students will learn essential diving skills, equipment use, safety procedures, and underwater communication through a combination of classroom instruction and hands-on water training. By the end of the course, participants will have the knowledge and confidence to safely explore beneath the surface and begin their journey as a scuba diver.

This course emphasizes the critical importance of firefighter safety and survival through the Everyone Goes Home® initiative. Students will explore the 16 Firefighter Life Safety Initiatives, focusing on risk management, accountability, situational awareness, and decision-making on the fireground. The class reinforces a culture where safety is the top priority, ensuring that every firefighter has the knowledge and mindset to prevent line-of-duty injuries and deaths—and make it home after every call.

15. Chaos to Control: Tactical Command for First responders (12 hours)

This course provides fire officers and firefighters with the essential knowledge and skills needed to effectively command and control emergency incidents. Participants will learn the fundamentals of incident command, scene size-up, resource management, communication, and decision-making under pressure. Emphasis is placed on maintaining accountability, ensuring firefighter safety, and coordinating operations to achieve successful incident outcomes.

This course provides emergency responders with the fundamentals of safe and effective emergency vehicle operation in accordance with North Carolina standards. Students will learn defensive driving techniques, legal requirements, and strategies for reducing risk during emergency and non-emergency responses. Emphasis is placed on safety, decision-making, and responsible vehicle operation.

17. Down and Dirty RIT (20 hours)

This course is built on facts—not feelings. Using real-world data and line-of-duty reports, it breaks down what happens during a Mayday and what it takes to rescue a downed firefighter. Students train in realistic, high-stress scenarios that replicate the chaos of the fireground. This is aggressive, time-sensitive training focused on RIT deployment, air management, rapid decision-making, firefighter removal, and disciplined communication when seconds matter.

18. PTSD Awareness for the First Responder (8 hours) 

 Saturday 8am to 5pm  

This course provides first responders with a foundational understanding of Post-Traumatic Stress Disorder (PTSD) and its impact on mental health and job performance. Participants will learn to recognize common signs and symptoms, understand risk factors, and explore healthy coping strategies. The course also emphasizes peer support, early intervention, and available resources to promote resilience and overall well-being in the emergency services profession.
